What Fair Market Rent means

Fair Market Rent is the HUD benchmark used in Housing Choice Voucher and Section 8 rent calculations. It is published by bedroom size and geography, usually at the county or metro-area level.

SAFMR, or Small Area Fair Market Rent, is published at the ZIP-code level in designated metro areas. SAFMR can matter when a city or county has neighborhoods with meaningfully different rent levels.

Published FMR is not always the final rent a housing authority will approve. Payment standards, rent reasonableness rules, utility allowances, and local program policies can change the amount available for a specific unit.
