HUD's FY 2027 fair market rents took effect on October 1, 2026. Across 2,589 FMR areas with a matching FY 2026 value, the median two-bedroom FMR changed +4.2%: 2,122 areas rose, 463 fell, and 4 were unchanged. Among metro areas, the largest increase was in the St. James Parish, LA HUD Metro FMR Area ($921 to $1,165, +26.5%) and the largest decrease in the Gem County, ID HUD Metro FMR Area ($1,190 to $1,071, −10.0%). HUD limits annual FMR decreases to 10%, and 29 areas fell by that maximum.

How these changes are measured

Each HUD FMR area's FY 2027 two-bedroom FMR is compared with its FY 2026 value. Areas whose HUD definition changed between the two years are left out. Housing authorities generally have up to three months after the effective date to bring payment standards back within 90% to 110% of the new FMR, so voucher amounts can lag these changes.
